Timeline
Agreement laid the groundwork for ASE program between Elovate, LAS and the City of Barrie.
The first ASE cameras were installed in the first two Barrie locations, Big Bay Point Road and Anne Street North.
13,000 speeding tickets were issued, and the program resulted in a significant reduction in speeding.
Council approved the expansion of the program and installation of more cameras.
The neighboring municpality Innisfil announced the program in July 2024, launching ASE cameras.

LAS is the business services arm of the Association of Municipalities of Ontario (AMO) and is mandated to provide valuable programs and services to Ontario’s municipalities and the broader public sector. AMO is a non-profit organization representing almost all of Ontario’s 444 municipal governments.

Many municipalities are experiencing budget pressures that limit their ability to allocate resources to respond to frequent constituent complaints about speeding. ASE addresses this need for enforcement without additional law enforcement resources. Most municipalities that deploy ASE have reported that average speeds decrease significantly once the ASE cameras are deployed.
ASE is a data driven form of enforcement designed to provide municipalities with an additional tool to increase safety for all road users. Cameras are deployed where municipalities have conducted speed studies that indicate that vehicle speeds are significantly higher than the posted limit. As per Ontario regulations, cameras can only be deployed School Zones and Community Safety Zones.
The speed threshold is the posted speed limit. Any speed over the posted limit is considered to be speeding
It stands to reason that, by virtue of additional charges being laid, court volumes will increase. In light of this, many municipalities are moving forward with the Administrative Penalty (AP) program for adjudication of automated speeding and red light camera tickets. The AP program takes these tickets out of the Provincial Offences Courts and streamlines the process resulting in faster adjudication times and lower costs for municipalities.
